Side of Countersink holes not taken into account

Hi Doug,

Using version 4.4.5, I think I've seen a graphical bug when adding countersunk holes: the side of the countersinking isn't always correct: no matter whether I draw them from the inside or the outside, and regardless of whether their status is then updated to be "On Outside" or not, they are always from the outside.

I appreciate that the majority of countersink are from the outside in, but in my case, I'm designing an L bracket where I need countersunk holes on both sides, but I can only get them from the outside going in.

The flag seems to be correctly saved, it's just the graphical representation that is always on the outside. So I'm hoping that the manufacturing process would be correct. It's just very confusing when they look to be on the wrong side!
