dxf file import for cutouts

The next version (Designer 3.12) will be able to import dxf files as cutouts. This will enable better coordination between mechanical engineers and users of protocase designer. It is usually no big deal for someone to whip out a cutout in something like Solidworks to spec and make a DXF file and now it will be easy for users of protocase designer to import those files!
