I don't think this bug was ever fixed. I also experience a version of it with the latest Protocase Designer, on the main view, on Linux. The scroll wheel works for zooming in, but does nothing in the other direction. Looking at the log file doesn't reveal anything related to mouse events. Best guess...

Its been nearly two years. It would be nice if this feature was there already. The closest we seem to have is that weird hack with the measure tool, that's described on the website. Keeping consistent and sensible relationships between label text and enclosure features is way too awkward and fiddly.
